It's a bit strange! Patrick will say that the horizon line should be corrected! I think it's also a bit strange regarding the exposure. Regarding the composition I'd crop the bottom, don't quite understand it here!

I agree with Vasco, but the Horizon line also have to be rotated following the car's lights.
Personally I also like the light blue glowing on the left side... can be much more suggestive!

I for one would clean the noise especially visable in the night sky using Neat Image or Noise Ninja.

Strong, bold and rich colours - good exposure capturing detail in the foreground contrasting with the blown headlights of the cars. Correcting the tilt (as already suggested) gives this piece a really strong composition, with the foreground drawing the eye into the light trails. After correcting the tilt I'd further suggest cropping a little from the top to give it a panoramic crop (there's nothing happening in the sky and it leaks the tension created by the other compositional elements).
Vibrant colours and dramatic shapes... nice capture.
